Board Present: Zlatan Beca, Makarand
(Mak) Dehejia, Monique Fridell, Al Muller, Lyle Schwartz, Rhonda Taller (on
conference call), Christopher Wemple
Others Present: ECA General Manager
MaryAnn Hall, Assistant Manager Romaine Cureton, Jeremy Tucker (ECA Legal
Counsel, Lerch Early & Brewer), and Dan Watkins, FEA (Consulting
engineering firm on garage project).
Highlights of the meeting:
Garage Project
The
repair quantities (square footage including the depth)
increased. Contributing factors –under-slab patches are coming loose.
The work
done in the past was not up to standards. This was an unforseen and a
uniquely
bad problem. They sound out (sounding is an engineering term used to
test the concrete in need of repair) well but when workers dig in the
patches dislodge. The
depth of repair is what is causing the additional cost and time. They
still
have 15 to 20 phases to go through. Another problem is the time it takes
to
move vehicles from parking spaces. Coating has a temperature and
humidity
sensitivity. G1, 2, 3 will be uniformly coated but not G4. Cannot coat G4 because it is a slab on grade (on soil). Current
estimate for
completion is January 2020. Coating repairs required every 5 years.
President’s Report
· If you
have someone who works for you, tell the front desk when you expect them. This
has to do with parking issues related to the garage repair.
· Amazon
workers coming to DC and Friendship Heights is very desirable. Election coming
up. We need to continue upgrading our building and that depends on having the
talents necessary to do this important work by the board members.

Merv Filters
Discussion concerned whether to give unit owner a choice
between Merv 4 and Merv 8 filters. Do we need for owners to sign a disclaimer if
Merv 8 filters are installed, particularly in old HVACs.
Motions
· Loan—motion to approve the third payment
of $75,000 for pay down of the loan was approved unanimously. Additional
motions approved to pay down a grand total of $707,308 (includes the third
payment). As of June 30, 2019, the outstanding principal on the loan is just
over $3 million.
· Merv Filters—make
the standard pleated Merv 5 filters, changed 3 times a year, and give the
option for Merv 8 but a release of liability must be signed. Check the
condensate lines. Approved unanimously.
Comments from the Floor
Bylaw Amendment
Petition was handed in today to amend bylaws that the
composition of the Board be all unit owners or the spouse of a unit owner.
Party Room is restricted for security reasons. Furniture and
other items have been broken or stolen. Resident objects to limited access.
Fire Signs are inaccurate and the stairways are
inconsistently marked. If you got trapped in the stairs it would be impossible
to pinpoint where you are to the rescue workers.
