Present at the meeting: Alexandra Kielty, Judi Barth, Charles Bressler, Molly Frantz, Monique Fridell, Seth Levine, Al Muller, Jason Fisher, Scott Murdoch, Jim Santos, and recorder of meeting minutes.
Landscaping: Bill Angelus from Ruppert Landscaping discussed the landscaping design for the Elizabeth and answered questions from Board members and attendees.
After hearing the report from the Landscape Committee, the Board asked for clarification on one contract that had been written for a three-year period. Next step asked for by the Board was for Jim Santos to review all proposed contracts. Lasting Impressions was awarded the irrigation contract but the contract for plant installation and maintenance has not yet been decided by the ECA Board.
Budget & sequencing of large projects: The debate continued about how to raise the fund level of the ECA reserves. Scott Murdoch presented 3 scenarios for how to address the issue. First proposal raised condo fees in 2012 by 4% and then in 2013 by 10%. Second proposal flipped the two condo increases so that 10% increase happened in 2012 and 4% in 2013. The third proposal was a 7.5% increase in 2012 and 4% in 2013. Then taking these three budget scenarios, in 2012-2013 the project of choice was hallway renovation followed by 2014-2016 was replacement of window & balcony doors.
The Board decided to create a budget based on a 5% increase using the above suggested sequencing of these two projects. This budget will be presented to the Association at the end of April in a special meeting.
Some of the board members seemed to express that replacement of windows/balcony doors is an optional project that can wait indefinitely.
Building Operations: The Board made numerous decisions based on recommendation by Jim Santos to replace, repair, or maintain failing items such as a new computer server for security, the garage floor sweeper, re-keying of common area doors, etc.
