Summary of the ECA Board Meeting August 23, 2016

Board Present: Sharon Bobb, Patricia Batey, Clifford Cohen, Mark Day (called in), Peg Downey (called in), Jim Jones, Constance Row (called in)

Others Present: ECA General Manager Stephanie Deoudes, Gates Hudson Vice President of Operations Larry Hirschman, ECA Legal Counsel Jeremy Tucker,

Here are highlights of this board meeting:

President’s Report

—Introduction of newly hired chief engineer Ricardo Castro. Mr. Castro was chief engineer of the Irene for many years prior to its change of status.

—Lisa Letterer has joined the Budget Committee

—New Task Force on Special Assessments headed by Caroline Buffington & Lisa Letterer

The ECA Board cannot impose a special assessment. It must be a motion from the floor by an owner and seconded by another owner. It takes 75% of the Association to approve an assessment.


Report from ECA Legal Counsel

—New law now makes it possible to get an FHA loan in buildings that are 35% owner-occupied.


Management Report

—Elevator repair on West side delayed by delivery of a part needed to complete the repair.  Repair will take place at night with no night differential for Friday and Saturday. Need for elevator during repair hours will be honored by house manager.

—Clearing condensate lines a priority.


Comments from Association Members

—One resident had key carried home by an EPipe employee. Locks were changed. Most people pleased with EPipe staff who are courteous and hard working.


Bylaw Amendments

ECA legal counsel will work on bylaws dealing with smoking issues and pets. These will be voted on by Association members in an open meeting.


Clearing Dryer Vents

—72 lbs of lint were removed from rooftop vents. Nine tier vents have been cleared. This is a huge fire hazard.

—All vents and stacks should be cleaned every 2 years.

—Expense approved unanimously by Board. Contract awarded to Hart National who bid $16,591, a price that is an industry standard. The company we had used in the past bid twice that price.


The meeting finished in record time at 8:15 pm and without contention.
